Assessment and Validation of the Policy Implementation Model for Internationalization of Higher Education in Iran with Emphasis on Attracting International Students

Abstract
Introduction: According to the global developments in higher education, internationalization has become a strategic necessity. This study tests and validates the dimensions of higher education internationalization in Iran and tests a policy implementation model with an emphasis on attracting international students.

Methods: A quantitative research design using structural equation modeling (SEM) was employed. Data were collected through a researcher-developed questionnaire administered to the target population and analyzed using SPSS and SmartPLS software.

Findings Confirmatory factor analysis and structural equation modeling (SEM) demonstrated that the proposed model exhibited satisfactory model fit as well as acceptable validity and reliability. Furthermore, the three dimensions—planning and management of international student recruitment, development of infrastructure and international interactions, and enhancement of financial support and university capacity—were confirmed as the constituent dimensions of the higher education internationalization policy implementation construct. Among these dimensions, the development of infrastructure and international interactions made the greatest contribution to explaining the construct.

Conclusion: By validating the proposed model, this study confirmed the dimensions, components, and indicators constituting the higher education internationalization policy implementation construct and provided a framework for understanding the implementation of this policy within Iran's higher education system. The findings highlight the importance of effective planning, stronger infrastructure, and financial support in promoting international student recruitment. The results can assist policymakers and higher education institutions in strengthening the global position of Iran's higher education system.
