However, this approach itself is among the factors which hinder the technology-localization process. Explaining this problem, the present study attempts to explore some conceptual and theoretical issues to understand technology in a broad view –especially in cultural approach. In the theoretical part, the contradiction among technology-oriented and heritage-oriented cultures, innovative production and consumption of technology, cultural rooting and institutional independence of technology, and continuity of cultural heritage in the technological world are discussed; while in another part of the study the influence of two cultures contradiction –among them conflict between heritage and technological canons of culture, epistemological challenges among modern intellectuals, and the consumption edge of Iranian innovative culture of technology- on the pattern of technology’s production and consumption in Iran would be explored. In conclusion, as a result of cultural analysis of technology, some general strategies would be explored and further studies in different aspects is suggested in order to achieve an advanced meta-analysis and offering policies to promote national conduct in cultural policy-making and technological development. ادبیات مطالعاتی و سیاست‌گذاری رایج در نهادهای علمی و اجرایی کشور در زمینه موضوعات صنعتی و تکنولوژیک اغلب ناکامی پروژه صنعتی‌شدن ایران در سده معاصر را بر مبنای عوامل اقتصادی، سازمانی و مدیریتی توضیح می‌دهند که این رویکرد خود از عوامل بازدارنده فهم و بومی‌سازی تکنولوژی است. این مقاله پس از طرح مسئله مزبور، برخی از مباحث مفهومی و نظری برای دریافت مقوله تکنولوژی در گستره‌ای وسیع‌تر و به‌ویژه در رویکرد فرهنگی را مطرح می‌کند. در مباحث نظری به مقولاتی چون تعارض بین فرهنگ‌های فناوری‌محور و میراث‌محور، تولید و مصرف خلاق تکنولوژی، ریشه‌گیریِ فرهنگی و استقلال نهادی تکنولوژی و تداوم میراث فرهنگی در جهان تکنولوژی پرداخته می‌شود. بخش دیگری از مقاله تأثیر تقابل‌های دو فرهنگ بر مصرف و تولید تکنولوژی در ایران را تحلیل می‌کند و از جمله تعارض دو کانون میراثی و تکنولوژیک فرهنگ، تقابل‌های معرفت‌شناختی در میان روشنفکران جدید، و لبه مصرفی فرهنگ خلاق تکنولوژی ایرانی را به بحث می‌گذارد. در بخش پایانی ضمن نتیجه‌گیری از دستاوردهای مفهومی و مطالعاتی مقاله، برخی از عام‌ترین راهبردهای استخراج‌شده از تحلیل فرهنگی تکنولوژی مطرح می‌شود و انجام برخی مطالعات جزئی‌تر و مفصل‌تر در زمینه‌های گوناگون به منظور زمینه‌سازی برای یک فراتحلیل پیشرفته‌تر و ارائه سیاست‌ها و راهکارهای مناسب به منظور ارتقای جهت‌گیری‌های ملی در حوزه سیاست‌گذاری‌های فرهنگی و توسعه تکنولوژی، پیشنهاد می‌شود. http://www.jicr.ir/article_124_c8ffe9a587b126f152ed3d89a146b445.pdf
