Therefore one of the important duties of government in Islamic society is to determine the principles and general policies in the scope of managing the culture of society. The cultural principles and policies of Islamic Republic of Iran, that are formed based on Islamic thoughts, of course should be designed and drawn upon these thoughts. Accordingly, the main question of the current research is that: what are the ruling principles in the cultural policy-making of Iran’s society? According to the operational approach of the researchers, Imam Khomeini’s theory has been chosen as the base of the research. For this purpose, the content analysis method is used to study his most important speeches in this realm and we have tried to represent a model in which explains the most important cultural policy-making principles in the view of Imam Khomeini. فرهنگ به­عنوان شاخصی­ مهم در مدیریت سیاست، در نظام­های مختلف مدنظر بوده است. هرچند بسیاری از عناصر فرهنگی در طول زمان و در اثر علل و عواملی گوناگونی به­تدریج شکل می‌گیرد، اما نمی‌توان نقش سیاست­های حکومت در سامان‌دهی به آن را نادیده انگاشت. یکی از وظایف مهم حکومت در جامعة اسلامی، تعیین اصول و سیاست‌‎های کلی در حوزة مدیریت فرهنگ جامعه است. اصول و سیاست­های فرهنگی نظام جمهوری اسلامی ایران که بر مبنای آموزه­های اسلامی شکل گرفته است نیز طبعاً بر اساس این آموزه­ها باید طراحی و ترسیم گردد. به این ترتیب، سؤال اصلی تحقیق حاضر آن است که اصول حاکم بر سیاست­گذاری فرهنگی در جامعة ایران کدامند؟ با توجه به رویکرد عملیاتی نویسندگان، نظریة امام خمینی به‌عنوان محور و مبنای تحقیق انتخاب شده است. برای این منظور، با بهره­گیری از روش تحلیل محتوا، مهم­ترین بیانات ایشان در این حوزه مورد بررسی و تحلیل قرار گرفته و تلاش شده مدلی بیانگر مهم­ترین اصول سیاست­گذاری فرهنگی از نگاه امام خمینی ارائه گردد. http://www.jicr.ir/article_321_caf1a3dfb505ffed0d024130f58c5cfa.pdf
