Many of these analyses have focused on the why and how of its establishment. Many individuals have insisted on having a role in the story of University of Tehran's birth. However, the emergence of such an important institution cannot be reduced to individual concerns and efforts. In light of this, the present paper discusses the why and how of the establishment of University of Tehran in the context of two discourses: "progress" and "Iranian modernity," represented by Abdolhossein Teymourtash and Mohammad Ali Foroughi. This paper, with a historical and analytical approach, re-examines the statements, actions, and events of the first decade of the Pahlavi government, particularly concerning the development of higher education (higher education) to show why the discourse of progress, which focused on the creation of a small and limited Dar al-Fonun, ultimately gave way to the discourse of Iranian modernity, which envisioned the creation of a large university with multiple branches; a discourse that served as the basis for the establishment of University of Tehran, which later contributed to the content of this discourse. دانشگاه تهران، نخستین و بزرگ‌ترین نهاد آموزش عالی مدرن در ایران، تا کنون موضوع تحلیل‌ها و توصیف‌های بسیار بوده است. بسیاری از این تحلیل‌ها، معطوف به چرایی و چگونگی و زمینه‌ها و جریان‌های مؤثر در تأسیس این نهاد بوده است. کم نبوده‌اند افرادی که اصرار داشته‌اند خود را در داستان تولد دانشگاه تهران سهیم سازند. بااین‌حال، نمی‌توان برآمدن چنین نهاد مهمی را به دغدغه‌ها و پیگیری‌های فردی و یا یک یا چند زمینه محدود فروکاست. عطف به این مهم، نوشتار پیش‌رو، چرایی و چگونگی تأسیس دانشگاه تهران را در میانه دو گفتمان «ترقی» و «مدرنیته ایرانی» با نمایندگی عبدالحسین تیمورتاش و محمدعلی فروغی به بحث گذاشته است. بر این اساس، نوشتار پیش‌رو، با رویکرد تاریخی و تحلیلی، اقوال و اقدامات و رویدادهای ده سال نخست حکومت پهلوی را عطف به توسعه آموزش عالی (تعلیمات عالیه) مورد واکاوی و تحلیل قرار داده است تا نشان دهد چرا گفتمان ترقی با نگاهی به ایجاد دارالفنونی محدود و کوچک در اندیشه تیمورتاش و یاران او، در نهایت جای خود را به گفتمان مدرنیته ایرانی با نگاهی به ایجاد دانشگاهی بزرگ با شعبات متعدد در اندیشه فروغی و اندیشمندان گرد او داد؛ گفتمانی که مبنای تأسیس دانشگاه تهران قرار گرفت تا پس از تأسیس، خود نیز به ایجاد محتوای این گفتمان کمک کند. http://www.jicr.ir/article_543_81448138f5f163ccdba4acc69819f280.pdf
