Abstract
Structures hinder the effectiveness of research in Iran, but this is not the end of the story. Researchers struggle with structural and contextual limitations. They take a variety of research cultures. The author has referred to the shared experience of 32 faculty members with various disciplines. The participants have been researching in policy study institutes for years. In this way, the author has tried to achieve a relatively deeper understanding of the subject and explain it systematically as a grounded theory. More than 600 key propositions that have been provided through exploratory interviews have been analyzed with the "CCDA" model, and with the help of the researcher's technical notes, have led to a model to explain the matter. Based on this model, we are facing a double border situation in the field of these studies.12 categories of causal conditions, 11 groups of contextual conditions and 12 types of strategies that researchers undertake in such situations with variations of research cultures have been explicated. The outcomes resulting from this process have been identified and categorized. According to the results of this research, the knowledge absorption and productivity is problematic in Iran. We have a serious problem and instead of effective knowledge, we are faced with states of wandering knowledge, suspended knowledge, prestige knowledge and artificial knowledge. But the arena is not empty of all kinds of innovative initiatives in the diverse research cultures of Iranian researchers.
