In this Paper, through the analysis of the narrations of the Roma, the presence of Gypsies community in Tehran was studied. The liminal identity of Gypsies has been explained based on their four most frequent interactional behaviors four interact more frequent in recent times; namely four cycles of beggingconsumption, imprisoned – out of the prison, addiction - non-addiction and unstable sexual relationships. Gypsies are studied as a community in transition in urban areas such as Khak Sefid, DarvazehQar and Labekhat.This article will show that as a result of modernization of Iran, Gypsies have experienced a transition but remain at liminal Stage and in the Liminalty. This leads to a liminal identity of Gypsies and they have not been able to go to the next stage, the stage of post-liminality and to integrate in the structures of Iran in general and of Tehran in particular.

This article aims to achieve the theoretical and behavioral preferences on scientific Ethics norms among PhD students and the level of conformity and unconformity of theoretical and behavioral preferences on scientific Ethics norms among PhD students. It also aims to achieve the realities based on the conflicts and to explain factors related to level of conflict of these values. This article has a combined approach ranging from Ethics theories based on inter- role conflict of Dahrendorf, scientific Ethics indicators of Resnick, Merton, Parsons, Goffman and Ethics Growth theories. Methodology is based on a field survey and its population is PhD students of fields of humanities, engineering and basic sciences from Shahid Beheshti University. One hundred ninety-six students were chosen by complete enumeration method and they were under a test by a questionnaire with total validity 80% and 81% .The results showed there is no complete conformity between theoretical and behavioral preferences on scientific Ethics norms among PhD students so that 16.33 of the students have over 60% conformity and 83.68 of them have over 40% unconformity and The level of unconformity in the theoretical and behavioral preferences on scientific Ethics norms are different in the three fields (among PhD students of fields of humanities, engineering and basic sciences). In addition, when the theoretical preferences -12 Ethics indicators- are considered to each other, there is no conflict among them but in the comparison of the theoretical preferences and behavioral preferences, there is unconformity (conflict) between theoretical and behavioral preferences.

Culture is proposed as an important criterion in politics management which has been considered in various systems. althoughlots of cultural elements are forming gradually during the time and by the effect of different causes, one cannot ignore the role of government policies in organizing them. Therefore one of the important duties of government in Islamic society is to determine the principles and general policies in the scope of managing the culture of society. The cultural principles and policies of Islamic Republic of Iran, that are formed based on Islamic thoughts, of course should be designed and drawn upon these thoughts. Accordingly, the main question of the current research is that: what are the ruling principles in the cultural policy-making of Iran’s society? According to the operational approach of the researchers, Imam Khomeini’s theory has been chosen as the base of the research. For this purpose, the content analysis method is used to study his most important speeches in this realm and we have tried to represent a model in which explains the most important cultural policy-making principles in the view of Imam Khomeini.

This article aims at understanding ordinary Tehran residents’ attitudes towards Death and Dying and recognizes the relationship between Death and Religion in their thoughts. Using Grounded Theory as method and semi structured interview as a technique, we reached to nine different Cultural scripts of death and dying among interviewees, including: fatalistic death, resurrection-oriented death, martyrdom-oriented death, mystical death, secular death, aesthetic/nihilistic death, agnostic death, and ambiguity-oriented death. Furthermore, we recognized religious and non-religious cultural scripts besides the rationalization and individualization of religion among them. According to our findings, there is no accordance between some interviewees’ thoughts and beliefs with their behavior and lifestyle so that one cannot guess people’s attitudes towards death and dying from their behavior or their appearance. In other words, we face no structural Homology between their ideas and their lifestyle. Moreover, most interviewees had mixed ideas and beliefs about death and dying, and it can indicate the social and cultural complexity of Tehran society.

The purpose of this article is to address the communication discourse of Iranian historical – religious TV series based on the decoding of Sunnis and it is determined to analyze the discourse of the most important historical – religious TV series of IRIB directed by Davoud Mirbagheri from the perspective of Sunnis. Through realizing rights of religious minorities of religious TV programs it addresses the two fundamental principles of "unity" and "export of revolution discourse" consistent with "national interest" and adherence to the Constitution. This article aims to answer the question: what are the consequences of non-compliance with these two principles in the production and distribution of historical – religious TV series contents? The methodology of this study is text and hypertext discourse analysis that in the conclusion using inductive scenario building models, it summarizes and provides solution. Case studies of the present study include three works directed by Davoud Mirbagheri i.e. Imam Ali, Ray passenger and Mokhtarnameh historical – religious TV series. The applied theories in the research include use and gratification approach and encoding-decoding model by Stuart Hall. Results of this study support the notion that these series are produced by textual and hyper textual decoding, unhappiness, the absence of media and audience’s self-censorship and thus isolation, negotiation and conflict. Therefore, with emphasis on national identity, development of the series of characters and historical periods agreed by Shiite and Sunnis and developing religious series regardless of denomination and adherence to ethical principles, it is possible take steps to avoid problems.

The movement towards the goals of "Vision plan 1404" needs the perception of the requirements to prepare plans for achieving the favorite objectives of development. With the advent of the information age, the rules of development policy-making strongly have changed in the world and also unique opportunities areprovided by variables of communications for countries that have been in early stages of development. Based on this, considering the communications in macro-level and in the political, social, economic and cultural development plans is important and necessary. This requires a review and pathology of previous plans and evaluation of their strengths and weaknesses for preparing of more comprehensive future plans. Themain question of this study is: what is the approach of development plans to communications section after Islamic revolution? Which aspects of communications are considered, and what aspects are ignored? This study analyzes five development plans after the revolution, by using of qualitative content analysis. Results show that in all five-year plans the focus was on hardware and quantitative dimensions of communication development and media, but qualitative and content aspects, such as the right to universal access to information, freedom to obtain and disseminate information within the constitution, freedom of speech and press, a move towards the information society and knowledge-based, also other dimensions of communications such as human, traditional and social communication has been less considered. In the fourth development plan that is "knowledge" – centered, new fields of communications has been studied comprehensively in comparison to other plans. According to these approaches and new scientific and experimental perspectives, this paper suggests further engagement in communications necessity for development policy-making.

The current tedious and exhausting conditions of schools make it necessary to adopt policies toward increasing happiness and esprit. Providing of a clear and common understanding of happiness is a prerequisite for the success of such policies. Given the current ambiguity and lack of such an understanding, this article concentrates on extracting “meaning/meanings of happiness in the semantic structure of the educational System”. For this purpose, we have used Laclau and Mouffe’s theoretical basis and frame the meaning structure of the education system as a “discourse” in which meaning of each signifier is only defined in relation with other signifiers and particularly master-signifiers. We gathered our information by analyzing existing organizational documents and also by utilizing semi-structured interviews. The results indicate that in the semantic system of the education system, there are one dominant and two temporary meanings for happiness. In the dominant meaning, happiness can both work toward perfection or becomes a barrier in front of it. Regarding temporary meanings, one of them is about motion and physical activities and the other is about physical characteristics of school. None of these meanings is completely consolidated. As a consequence, the ruling meaning structure could not stabilize any clear and unified meaning for happiness. These ambiguities at semantic level lead to confusion and conflicting performances at the policy-making level.
